Fraud in Africa

This is a new development out of Ivory coast. It seems another white rich business man is being accused of fraud.

He has already been convicted of stealing 350 million and served 5 years. I would like to know how he had the chance do do it again!
I mean who would give this man money to invest with after knowing this. He spent 5 years in a prison already, i'm all for second chances but this is pretty absurd.
